Basically, power is power. Everyone wants to hold it, no matter how advanced the technology is. The compromise plan sounds good, but it's uncertain how long it will last. Can the Sovereign L3 system truly be implemented, or is it just another PPT project? I agree with this logic: the government wants control, users want freedom.
