Committee Channel | Qi Xiangdong: Driving the Foundation of a Modern Industrial System with the Dual Engines of "AI + Security"

Dear members, my speech is titled: “Driving the Modern Industrial System with ‘AI + Security’ as Dual Engines to Strengthen Its Foundation.”
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China explicitly proposed “building a modern industrial system with advanced manufacturing as the backbone,” and established the development path of “adhering to intelligent, green, and integrated growth.” China’s industrial system is large, comprehensive, well-supported, innovative, and market-expansive, currently in a critical phase of upgrading from large to strong, from comprehensive to excellent.
However, it is also necessary to recognize that the transformation process still faces three prominent challenges: First, dependence on technology and the security risks associated with new technologies, which weaken the foundation of industrial upgrading; Second, poor coordination between innovation chains and industrial chains, resulting in limited transformation effectiveness; Third, inadequate cross-sector and cross-industry collaboration mechanisms, leading to less stable industrial operation order. There is an urgent need to drive the development of a modern industrial system through “AI + Security,” forming a virtuous cycle of “security foundation—intelligent application—green integration.”
To this end, I suggest:
Strengthen security foundations, promote the implementation of “AI + Security” achievements, and improve the security development efficiency of the modern industrial system. Upgrading to a modern industrial system is not only a technological iteration but also a systemic reshaping of security capabilities. Focus on “security first” as the core guiding principle, and build a comprehensive, multi-layered security guarantee system. Tackle cutting-edge security technologies, promote the establishment of a full-chain security architecture covering “cloud, network, endpoint, data, and application”; leverage the demonstration role of national industrial internet platforms, improve industrial internet architectures across regions and fields, and create a three-level linkage of provincial, municipal, and key enterprise defenses; strengthen policy incentives, providing financial subsidies and tax reductions for enterprises that complete security deployment and meet standards, and develop a batch of benchmark demonstration factories for replication and promotion.
Catalyze intelligent momentum, connect technological innovation with industrial innovation, and gather development potential for a modern industrial system. Strengthen innovation infrastructure, accelerate the deployment of national AI application pilot bases, support cross-sector integration of industry, academia, and research, and cultivate a number of native AI enterprises; encourage qualified companies to undertake intelligent upgrades and equipment renewal, promote the application of intelligent technologies in manufacturing, logistics, services, and other sectors, and guide enterprises to “cloud, data, and intelligence empowerment,” creating benchmark smart factories and workshops; enhance application development, prioritize deep integration of AI with R&D, design, modern logistics, tech services, and cybersecurity; accelerate the formulation of key standards for AI and real economy integration, and promote the establishment of cross-industry mutual recognition and communication protocols to ensure system interoperability and technological integration.
Focus on green integration, actively and prudently promote and achieve carbon peaking, and activate green development momentum in the modern industrial system. Encourage special actions like “AI + Green Early Warning,” build an integrated dynamic sensing network covering air, land, sea, and space, extend technological applications to monitor carbon emissions of high-energy-consuming enterprises and ecological environmental risk early warning; strengthen risk perception and intelligent decision-making in scenarios such as public safety, natural disasters, and disease transmission; develop full lifecycle intelligent decision systems, leveraging AI to optimize product design, manufacturing, circulation, consumption, and recycling, improving resource and energy efficiency; promote intelligent green production equipment, increase R&D and application of energy-saving, carbon-reducing, and recycling smart devices, and continue to advance green factories and parks, forming replicable and scalable green development models, and deeply empower the green and low-carbon transformation of the industrial system with intelligent technology.
