Recently, the Ministry of Public Security held a special video conference with some local public security agencies to combat tobacco-related crimes. The meeting analyzed the current situation of tobacco-related illegal activities and crime, and discussed key tasks for cracking down on tobacco crimes now and in the future.
The meeting pointed out that as the Spring Festival approaches, tobacco products enter the peak sales season, and tobacco-related crimes are prone to increase and become more serious. Authorities should focus on key points around the Spring Festival, quickly take strong measures, and concentrate on solving a number of major cases.
They should comprehensively strengthen intelligence gathering, targeting the professional, organized, and covert nature of tobacco crimes. This includes expanding sources and depth of intelligence from administrative penalty cases, ongoing investigations, online information, and key local locations, to improve proactive detection capabilities.
Efforts should be made to vigorously solve cases by following the “full chain, full link, and full elements” approach. This involves deep digging and analysis of clues, thoroughly investigating the production, supply, and sales criminal industry chain, and dismantling illegal manufacturing dens. Law enforcement should strictly crack down on behind-the-scenes organizers and key gang members to achieve a comprehensive strike across the entire chain.
Focus should be placed on key targets, paying close attention to important locations and issues. Regional cooperation should be strengthened, employing cluster operations, regional joint campaigns, and upgraded investigations to target gangs, dismantle dens, and destroy networks, forming a powerful offensive.
