Total amount of 12 million yuan! Shenyang City holds the first official draw for the prize-winning invoice event

On March 9, Shenyang City held the first official draw for the prize-winning invoice activity. This draw set up three prize levels, with a total of 33,336 winners and a total prize pool of 12 million yuan. Any individual consumer who participates in the instant prize draw, uploads their invoice, and passes the system review between February 11, 2026, and February 28, 2026, is eligible to participate in this official draw.

According to reports, on February 11 this year, Shenyang launched the prize-winning invoice activity. By organizing lotteries based on invoices obtained from personal consumers’ purchases of goods and services, the activity aims to further stimulate consumption demand and create a strong consumer atmosphere. The event will continue until 24:00 on July 31, with a total budget of 260 million yuan. This prize-winning invoice activity covers eight major industries: retail, catering, accommodation, cultural arts, entertainment, tourism, sports, and resident services. Through a combination of “policy guidance + market incentives,” the activity encourages consumers to actively request invoices to protect their legitimate rights and create a trustworthy consumption environment, while also urging merchants to issue invoices properly and pay taxes honestly, further promoting the continuous recovery and upgrading of the city’s consumer market.

In the first official draw held on March 9, the first prize awarded 700 yuan; the second prize 500 yuan; and the third prize 300 yuan. According to the rules, the same invoice can participate in both the instant draw and the official draw simultaneously. The entire drawing process is supervised by a notary agency to ensure fairness, justice, and transparency.

Since the launch of the prize-winning invoice activity on February 11, a combined mode of instant and official draws has been adopted. The activity has benefited consumers with real cash rewards and activated market entities, with a smooth start, enthusiastic participation, and outstanding results. In the early stages, the instant draw phase was fully launched, and citizens’ participation remained high. To date, the total amount of red envelopes won in instant draws exceeds 41 million yuan, over 450,000 consumers have uploaded invoices, more than 17,000 merchants have participated, and over 2.47 million valid invoices have been verified and uploaded, with a total verified invoice amount exceeding 1.06 billion yuan. Consumers can participate in instant draws by uploading compliant invoices of 100 yuan or more in a single transaction. After a 7-day verification process, the winnings are directly credited to their accounts, truly realizing “consume and get an invoice, invoice and draw, win and receive money,” effectively stimulating citizens’ proactive invoice requests and active participation.
