As a key issue affecting people’s livelihoods today, “good housing” has once again appeared in this year’s National People’s Congress and Chinese People’s Political Consultative Conference (NPC & CPPCC) government work report. The main focus remains on “safety, comfort, green, and smart,” with the wording from the 2025 goal of “promoting construction” optimized to “orderly promotion” in 2026, and a new emphasis on “implementing housing quality improvement projects and property service quality enhancement initiatives.”

Including “good housing” in the government work report again signifies that, based on the practical exploration and promotion in 2025, the concept has become more mature, creating better conditions for more comprehensive advancement in 2026. said Yan Yuejin, Deputy Director of the Shanghai E-House Research Institute. “‘Good housing’ serves as a strategic pivot, acting as a catalyst for destocking, a driver for industry chain upgrades, and the soul of urban renewal. It truly embodies the guiding principles of ‘good housing,’ ‘good property,’ and ‘good city.’”

Industry analysts point out that the changes in the wording regarding “good housing” in this year’s government work report reflect a triple optimization of policy guidance: from macro concept advocacy to a systematic, orderly promotion; from focusing solely on new housing to encompassing the entire lifecycle of existing housing renovation and maintenance services; and from a single focus on upgrading housing quality to stabilizing the housing market and constructing new industry development models.

Peng Shou, Academician of the Chinese Academy of Engineering and NPC deputy, believes that during the transition between old and new models, real estate still contains enormous new consumption momentum and development space. Moving from “housing for all” to “livable housing” and “high-quality housing” not only promotes coordinated development of upstream and downstream industries like materials and decoration but also will generate new intelligent economic consumption scenarios such as smart homes, community services, and digital living, creating a “new paradigm” for future residential construction and services.

Upgrade and Transformation Are Key to High-Quality Real Estate Development

According to the National Bureau of Statistics, nationwide real estate development investment in 2025 decreased by 17.2% year-on-year. Yet, the real estate industry and related sectors have long contributed over 20% to GDP, and the industry downturn has become a significant bottleneck restricting economic circulation. Stabilizing the real estate market is crucial for rebuilding consumer confidence; stable housing prices can quickly restore residents’ wealth expectations and revive upstream and downstream industries. Practicing the “good housing” concept is an important lever to promote healthy market cycles.

Ni Hong, Secretary of the Party Leadership Group and Minister of the Ministry of Housing and Urban-Rural Development, stated that China’s new urbanization continues steadily, with ample room for optimizing existing urban stock. The public has high expectations for high-quality housing, and there is still significant potential for high-quality development in real estate. The key to high-quality development is accelerating transformation and upgrading, with an orderly promotion of “good housing.” In recent years, government, enterprises, and society have collaborated across standards, design, materials, construction, and operation to advance the entire chain of “good housing” construction, which has already gained momentum.

Liu Yonghao, NPC member and Chairman of New Hope Group, said that real estate is an important pillar of the national economy, and the industry has undergone deep adjustments in recent years. He suggested implementing a series of strong policies, coordinating efforts across finance, taxation, and housing construction departments, optimizing urban planning layouts, reducing the proportion of new commercial land, supporting the revitalization of existing commercial and office assets, and refining policies related to “commercial to residential” conversions to better meet residents’ housing needs.

Yao Jinjun, NPC deputy, Chairman and CEO of 58.com, emphasized that “whether a house is comfortable to live in depends not just on sales pitches but on standards that can be checked and information that can be verified.” He proposed establishing a comprehensive “good housing” information disclosure system covering the entire process. Project information should be publicly available on official platforms and sales sites simultaneously, allowing homebuyers to access key indicators and quality parameters such as structural details, energy standards, and smart features at any time. Projects that are transparently disclosed and meet standards could receive financial and policy incentives, encouraging the industry to develop towards higher quality.

NPC deputy and Chief Engineer of China Southwest Architectural Design and Research Institute Feng Yuan proposed five paths to realize “good housing”: standards must be “solid,” design must be “detailed,” materials must be “innovative,” construction must be “precise,” and operation and maintenance must be “excellent.” Key dimensions include: first, tailoring standards to local conditions and translating national policies into actionable local regulations; second, expanding from new construction to renovation of existing stock, closely linked to urban renewal and old district upgrades; third, strengthening green, low-carbon technologies, product R&D, and digital smart tech; fourth, broadening construction goals from individual buildings to systemic improvements for overall living environments; and fifth, extending the value chain from hardware manufacturing to “products + services” to ensure long-term quality.

Technological Innovation Is a Critical Tool for Building “Good Housing”

Before January 1, 2026, the Ministry of Housing and Urban-Rural Development issued the “Opinions on Improving Housing Quality,” which made comprehensive arrangements for “good housing” construction. This year, the focus remains on high standards, good design, quality materials, precise construction, and excellent operation and maintenance to upgrade the industry chain and supply safe, comfortable, green, and smart “good housing” to meet diverse housing needs.

Achieving “good housing” fundamentally depends on technological innovation. As NPC deputy and Chinese Academy of Engineering academician Peng Shou said, material innovation is central to enabling high-quality real estate development. Peng believes that building “good housing” is both a basic need and a development opportunity, driving the development of new materials, AI, and digital economy sectors, and activating new domestic consumption vitality.

Peng specifically mentioned a cadmium telluride (CdTe) power-generating glass project in Sichuan. This glass, called “an oilfield on the wall,” is 1.92 square meters and can generate about 270 to 300 kWh annually. Peng stated that CdTe power-generating glass is an important green building material for “good housing” construction. The next step is to develop a complete industrial chain from resources and raw materials to products, creating industrial clusters to maximize its value in green architecture.

As a leading global provider of building materials and systems, Oriental Yuhong also has insights to share on the vision of building “good housing.” An official from Oriental Yuhong said that, guided by policies, the company has actively led or participated in over 50 national, industry, and local standards. In 2025, Oriental Yuhong deeply engaged in the development of standards for “good housing” and “good communities” in Guangdong, Shandong, and other regions, hosting multiple technical exchanges to promote high-end, diversified housing quality. In the same year, they successfully demonstrated cutting-edge technology in the first batch of “good materials for good housing” projects.

Focusing on the entire lifecycle of “good housing,” Oriental Yuhong’s innovations in urban ecological collaboration are noteworthy. To address issues like inefficient drainage and indoor flooding, they launched the “Yuhong Peach Blossom Zero Slope Organized Drainage and Water Storage System,” providing reliable, sustainable solutions. This system has been applied in over 200 projects nationwide, supporting sponge city construction and injecting new momentum into improving residential environments. Additionally, in 2025, Oriental Yuhong launched the “Yuhong Service” brand, based on an “Internet + waterproof maintenance” model, offering standardized, transparent services from diagnosis and quotation to construction acceptance, helping industry shift from rough competition to value-driven service.

As Zhang Bo, Director of 58 Home Research Institute, noted, “‘Good housing’ signifies a shift from merely solving ‘whether it exists’ to ‘whether it is good to live in.’” This transformation will drive quality upgrades across building materials, property management, and related industries. According to China Index Academy data, in the first two months of 2026, 29 real estate companies achieved countercyclical sales growth, with high-end improvement products gaining competitive advantage in core cities. Leading companies with technological, product, and service strengths are likely to continue benefiting from policy support and market demand upgrades.
