Several Measures Supporting the Development of OpenClaw & OPC-STC in Hangzhou Xiaoshan District (Draft for Comments)

In order to thoroughly implement the decisions and deployments of the central, provincial, and municipal governments on the development of a new generation of artificial intelligence, to capture new opportunities in AI development, and to fully build the leading hub for AI innovation and development, this measure aims to establish a Xiaoshan-specific AI industry ecosystem and entrepreneurial environment.

Providing Free Deployment and Development of OpenClaw

Encourage market-oriented and professional innovation platforms to establish “OpenClaw-type Intelligent Agent Service Zones,” offering free deployment of OpenClaw-type intelligent agents, along with technical guidance, market promotion, and other one-stop services. Eligible innovative platforms will receive certain subsidies.

Supporting Token Consumption Subsidies

For eligible OPC-STC companies, the actual model invocation fees paid for using OpenClaw-type intelligent agents to access domestic multimodal large models for AIGC creation and production will be subsidized at 30%. Each company can receive a maximum annual subsidy of 100,000 yuan.

Supporting OpenClaw Computing Power Supply

For OPC-STC companies renting qualified computing power services to conduct OpenClaw-type intelligent agent R&D, after review, a subsidy of 50% of the intelligent computing service amount will be provided in the form of computing power vouchers. The maximum annual subsidy per entity is 20 million yuan.

Supporting Open-Source Intelligent Agent Ecosystem Construction

Eligible operators providing free AI assistants based on OpenClaw-type intelligent agents to the public or developers, or supporting open-source communities for OpenClaw projects in technical exchange, skill sharing, and application display, will be subsidized up to 30% of their actual annual costs for model calls, platform maintenance, and community operations. The maximum annual subsidy per entity is 500,000 yuan.

Supporting OPC-STC Companies in Purchasing High-Quality Datasets

Encourage OPC-STC companies to purchase high-quality industry datasets from data trading platforms or trusted data spaces for model training and intelligent agent development. Eligible companies will receive a subsidy of 30% of the transaction amount, up to 2 million yuan.

Supporting Scenario Demonstration Cultivation

Encourage OPC-STC companies to build benchmark scenarios based on OpenClaw-type intelligent agents, focusing on key industries, urban governance, public services, and other fields. Each year, select a batch of innovative and successfully implemented projects as scenario demonstrations. Each project can receive up to 1 million yuan in subsidies.

Providing Free Office and Residential Spaces

Upon approval, eligible OPC-STC companies will be provided with free office space for up to 6 months, and a total of 100 residential units will be available, with up to 3 months of free accommodation.

Supporting OPC-STC Talent Subsidies

Upon approval, full-time recent graduates holding doctoral, master’s, or bachelor’s degrees working in OPC-STC companies will receive living subsidies of up to 150,000 yuan and housing subsidies of 36,000 yuan, divided into tiers. Talents recognized at the corresponding levels will be granted housing subsidies of up to 240,000 yuan over five years.

Supporting OPC-STC Project Development

Focusing on key areas of industrial transformation and development in our district, through a “competition instead of evaluation” special event mechanism, high-quality OPC-STC projects that deeply apply OpenClaw-type open-source intelligent agents will be identified and cultivated. Each project can receive up to 4.5 million yuan in subsidies.

Supporting Financial Needs

Leverage Xiaoshan’s “Chao Qihang” Angel Guidance Fund to establish a dedicated 50 million yuan fund for OpenClaw-type open-source intelligent agents, precisely targeting the new AI track and providing diversified financing channels for OpenClaw open-source intelligent agent projects.
