It is expected to take effect immediately after its official release on Monday, March 23. The document provides directly actionable regulatory guidance, has authoritative weight at the commission level, and will replace the 2019 “Analysis Framework for Digital Asset Investment Contracts.” It also guides enforcement and regulatory work by both agencies.
