Official Announcement! Shenzhen's New Municipal Party Committee Secretary Confirmed

Recently, the central government approved: Comrade Jin Lei to serve as a member of the Guangdong Provincial Committee, a Standing Committee member, and Secretary of the Shenzhen Municipal Committee; and to remove Comrade Meng Fanli from his position as Secretary of the Shenzhen Municipal Committee of Guangdong Province.

Public resumes show that Jin Lei was born in February 1970. He initially worked in Henan Province, serving as Deputy Secretary and Secretary-General of Zhengzhou Municipal Committee, and Mayor of Anyang City.

In December 2019, Jin Lei was transferred to serve as Secretary of the Deyang Municipal Committee in Sichuan Province. In May 2022, during the reshuffle of the Sichuan Provincial Party Committee leadership, he was elected as a Standing Committee member of the Sichuan Provincial Party Committee. That same year, he was appointed Secretary of the Sichuan Provincial Political and Legal Affairs Commission, and later concurrently served as Minister of the Provincial Social Work Department.

In January 2025, Jin Lei was appointed as a Standing Committee member of the Sichuan Provincial Party Committee, Minister of the Provincial Organization Department, and President of the Provincial Party School.

On March 10, 2026, during a research visit in Chengdu, Jin Lei, a Standing Committee member of the Provincial Party Committee and Minister of the Organization Department, emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the Eighth Plenary Session of the 12th Sichuan Provincial Committee. He called for earnest implementation of the requirements of the national and provincial organization minister meetings, focusing on promoting high-quality development through party building, talent gathering, and strengthening guarantees, to inject strong momentum for a good start to the “14th Five-Year Plan.” Jin Lei visited Chengdu University of Aviation and Technology, Sichuan Tourism College, Longquanyi District in Chengdu, and other locations, conducting in-depth investigations into industry-education integration training bases, industry-academic-research collaboration platforms, enterprise workshops, and more, to understand the party building and reform and development of universities, talent services for industrial development and technological innovation, as well as economic and social development.
