National First: Qinzhou Issues Oyster Raft Towing Safety Management Measures, Filling Domestic Regulatory Gap

Recently, the People’s Government Office of Qinzhou City, Guangxi, issued the “Qinzhou Oyster Raft Towing Safety Management Measures (Trial)”, the first specialized safety management regulation in China for towing operations of offshore aquaculture facilities such as oyster rafts. This successfully addresses the long-standing lack of regulations in the industry, fills a regulatory gap in the domestic field, and provides a replicable and promotable “Qinzhou Model” for coastal areas across the country. The Qinzhou Maritime Safety Administration, based on relevant laws and regulations, led the drafting of these measures after research, soliciting opinions, and multi-party consultations, aiming to establish a long-term safety management mechanism. The implementation of these measures is an important step for Qinzhou to coordinate maritime traffic safety and the development of the marine industry. It can eliminate safety hazards from the source, regulate navigation order, and support the standardized and scaled development of the large oyster industry. It also promotes the coordinated progress of aquaculture, port economy, and waterway transportation, revitalizing the maritime economy. (CCTV News)
