The public comment period on the U.S. Commodity Futures Trading Commission's (CFTC) proposed prediction-market rules closes on July 27, giving exchanges, sports leagues, state regulators and traders five days to influence a framework governing which event contracts U.S. platforms can list. The CFTC published its 267-page Notice of Proposed Rulemaking on June 12, establishing a three-step test for event contracts based on excluded commodities, enumerated activities, and public interest concerns. Sports contracts dominate the market, accounting for 87% of the $39.7 billion Kalshi traded in the year to February and 38% of Polymarket's $36.2 billion, according to the Congressional Research Service.
