Coinbase CEO Says Company Will Expand Overseas If Clarity Act Fails

According to a CNBC interview on July 21, Coinbase CEO Brian Armstrong stated that if the U.S. Clarity Act fails to pass, the company will pursue operations in overseas jurisdictions with clear crypto regulations while continuing business in the U.S. Armstrong noted the bill has reached its final legislative stage and represents a bipartisan compromise, strengthening law enforcement authority and introducing new consumer protections. However, he emphasized that federal-level clarity is essential for long-term investment certainty and U.S. competitiveness globally.
