The second bottleneck is compliance screening, where "poorly architected systems route too many transactions into manual review queues." Jung's third and fourth bottlenecks involve on-chain settlement processing and internal ledger architecture. "Exchanges that built on monolithic databases struggle to process concurrent withdrawal load during volatility spikes," he said, "which is precisely when users most want to withdraw."
Atkinson framed the problem as structural. "Withdrawal delays almost always come from the same place: the exchange is holding customer funds and has to decide when to release them," she said. "Non-custodial infrastructure removes that approval step entirely, because the user holds their funds throughout."
Louis Régis, founder and CEO of Propr and former quantitative trader at Credit Suisse and Head of Crypto Trading at Rothschild & Co., Switzerland, described an alternative approach. "Every A-booked trade is verifiable on-chain, so reconciliation overhead disappears, payouts settle instantly in USDC, and AI abuse detection runs at the moment of withdrawal request rather than in a batch queue," he said.
Withdrawal failures take multiple forms, each carrying escalating costs. Planned maintenance windows cause minimal damage when communicated transparently, while unplanned delays create lasting harm through support tickets and social media backlash. Full withdrawal suspensions represent the most severe failure mode.
Dewdney described the psychological cascade. "Unexplained withdrawal delays, opaque holds, or sudden maintenance windows are so damaging," he said. "They do not just create inconvenience; they create a bank-run psychology. Users immediately ask whether the issue is technical, liquidity-related, compliance-related, or something worse."
Williams reinforced this point. "Delays, unexplained holds, or withdrawal suspensions can be incredibly costly because they immediately raise questions about solvency, risk management, or liquidity health, even when the underlying issue is operational," he said.
Proof-of-reserves dashboards became standard, with leading platforms publishing live processing metrics and withdrawal success rates across networks.
Régis advocated for transparency as competitive strategy. "We have published everything since day one, pass rates, revenue, payout transactions, booking logic, and treat it as a competitive advantage rather than a liability," he said. "Yes, a bad week is public. Yes, competitors can see your numbers."
Jung warned that "published metrics can become self-fulfilling" and that "transparency can accelerate a 'bank run' as easily as it can prevent one."
Atkinson raised a complementary concern. "Self-reported, unaudited numbers sit closer to marketing than proof, and a delay caused by network congestion can read as distress," she said.
Regulatory frameworks are tightening across major jurisdictions, with withdrawal processing standards following.
Jung argued that early movers retain compounding advantages. "Infrastructure compounds: years of operating scalable, battle-tested withdrawal systems through real volatility events produce reliability that a recently compliant competitor cannot instantly replicate," he said.
Régis noted that "the firms that will feel it are the ones that built opacity into their model and are now being asked to unpick it."
Hybrid exchange models represent a structural shift, combining centralized order matching with on-chain settlement and self-custodial options. Atkinson described the implications. "Once a customer can move funds into their own custody as a normal part of the product, reliability stops being a promise the venue makes and becomes a property of the chain itself," she said.
Dewdney offered perspective on industry direction. "The better end-state is not simply a more transparent CEX," he said. "It is users realizing that they do not always need centralized custody in the first place. As agentic finance and self-custody UX improve, users should be able to access liquidity, automation, and strategy without giving up control of their assets."
