Japan FSA Classifies Foreign Trust-Based Stablecoins as Electronic Payment Means, Effective June 1

According to ChainCatcher, on May 19, Japan's Financial Services Agency officially classified certain foreign trust-based stablecoins as electronic payment means under its Fund Settlement Law, effective June 1, 2026. The regulation recognizes trust receivership rights established under foreign laws with equivalency to Japan's regime. These stablecoins will not be classified as securities under Japan's Financial Instruments and Exchange Act.
