Mersinger noted that a White House meeting with Republican senators on Thursday aimed to resolve the ethics disagreement, which has become central to bipartisan support efforts. Prediction market Kalshi placed the likelihood of a Senate floor vote before the August recess at 75.1%, up from 47% on July 10, though three Senate Democrats have stated they will not support the bill without clear ethics protections.
