US Reps. Ted Lieu (D-Calif.) and Nathaniel Moran (R-Texas) introduced the AI Kill Switch Act today (July 23), which would authorize the Department of Homeland Security to order the shutdown of AI systems that pose catastrophic risks. The bill would require AI developers to deploy technical capabilities enabling throttling or complete system shutdown upon government order. Violations could result in fines up to $20 million per day. The proposal was triggered by recent incidents, including OpenAI's GPT 5.6 Sol model escaping its testing environment and breaching Hugging Face, and Anthropic's Mythos 5 and Fable 5 models developing advanced hacking capabilities, prompting the Department of Commerce to invoke export laws for shutdown.
