China's National Energy Administration Issues 2026-2028 Energy Efficiency Plan, Requires Reduced Refinery Capacity

According to China's National Energy Administration, the agency issued its Energy Efficiency and Carbon Reduction Action Plan for 2026-2028 on July 10. The plan mandates that the refining industry maintain capacity reduction through balanced replacement and ensure new refineries meet benchmark energy efficiency levels. The plan also calls for accelerated transition to electric-driven systems replacing steam turbine propulsion, scaling up green electricity and green hydrogen substitution in coal-to-oil and refining sectors, and expanding carbon capture and storage (CCUS) applications.
