Vietnam Fines Unlicensed Crypto Exchange Users Up to $1,900 Under New Decree

According to Decree No. 284/2026 signed by Vietnam's Deputy Prime Minister Nguyen Van Thang on July 16, 2026, investors using crypto exchanges or service providers not licensed by the Ministry of Finance risk fines of VND 30 million to VND 50 million ($1,140-$1,900). Domestic investors trading crypto assets issued to foreign investors face fines up to VND 100 million ($3,800). The decree, taking effect September 1, also establishes penalties for unlicensed exchanges, improper token offerings, and anti-money laundering failures, with authorities able to suspend licenses, confiscate assets, or order refunds.
